Anyone have any idea why my new harness' relay box is different than my current 94 R2?

94 R2 in my car:

My new harness being modified, with the cover from the 94 R2 relay box seen above. Take a look at the difference between the Air Pump relay sections. Mine has one big relay, the new one has a place for 2 small relays.
