What are you trying to accomplish Phil? If you're looking to replace some stock rotors with two piece rotors, than the manufacturer of the 2-piece rotors should have already taken all the measurements etc for the hats and rotors themselves. If you're looking to have one made off of an existing rotor, then you should be able to send them the rotor that you're looking to replace and they should be able to replicate the offset etc.
If you're looking to have a custom setup made, you should be able to send them a knuckle and the rim you're using and they should be able to build everything needed. Hats, rotors, adapters etc.
