My opinion on why they close down is that 1) it saves the Feds/states $ in upkeep during the winter months. Also that will save the road from heavy deterioration from salts, chains, plow blades, etc..
2) I believe it also gives the repair crews time to shut down the road and repair sections that are washing out, rock fall prone and such. Get the road ready for the "real" season.
It sucks, but we have plenty of fun roads to rip in the mountains. Tray will know more than me, but there are lots.
