The feed might be a little more difficult. I can't remember if there's an 1/8" npt fitting under there or not, that would be easiest. Otherwise you might need to get a hydraulic shop to silver solder a -4 fitting onto the inlet and run that to your pedastal.
Instead of drilling and tapping the front cover, I would weld a bung onto the front cover instead of tapping it, the AL is a little thin.

I have tapped an s5 na cover for the stock turbo return setup and it held ok. I just made sure to watch my torque on those bolts (luckily its only return so they dont have to be super tight). I don't know if the 12a cover has the same thickness casting though
IIRC the restrictor is made into the stock turbo... no other restrictor necessary.
