You need to keep the engine from moving.
Get a heavy friend to stand on the engine when you attempt this again.
That should be enough to get the bolt off.

Else, an impact gun rated closer to 1000 lb-ft will guarantee take it off.

The torque rating doesn't explain why it's so stubborn.
It's more the threadlocker that on the length of the threads, coupled with the fact that bolt is sunk into the pulley boss with all that metal surrounding it keeps even the hottest torch from dissolving the threadlocker with heat.
