NASA is probably more user friendly mostly because their rules aren't as strick. But over the years I see them changing. You can run anything from AutoX to TT's with a street car, where in the SCCA you will need safety equipment for most TTs. They both have their advantages. I personally like the way NASA class rules are but I'm more active in SCCA because the region is local to where I'm at.

I'd just join both, NASA's memberships aren't but $40ish a year.
