The effects are somewhat two-fold. It'll spool your turbo slightly quicker which will bring the torque curve on earlier, while also keeping velocity high in the low band which helps bring the curve itself up. Fine tuning the point where your best gains are is somewhat trickier as it varies largely on the conditions, but typically I try to mimic your most 'desirable' gain and set it to that. For example, if you want mild throttle torque and spool you can set your RPM switch later, if you're dead set on rolling from a stop you can open it early. You just have to do it and dial it to your likings, although sometimes it's really hard to see/feel the difference until you've gone too far in either direction.
