The guys at my local AutoZone, PepBoyz, and Parts Plus stores are fairly knowledgable about cars. They're not rotary experts, but they can talk shop. I also make sure I get as much info on a part I need online at a store's website (i.e. part numbers) before I go to the store.
AZ carry NGKs and can order the rotary-specific ones. That being said, they charge $14 a pop! I usually order my plugs from sparkplugs.com. Even with shipping, they were cheaper than if I had ordered them through AZ.
