You still sound a little vague on what EXACTLY you want to do with the car...
POWER and (gas) MILEAGE are mutually exclusive terms; you cannot have both.

You sound like you're spending a LOT of money on new housings - it's really not necessary, and if you're on a budget, I'd recommend against it.
Spend the money on good, used housings and use the leftover money on others things on the car.
If you do insist on going with all the new parts, why not port the motor?
Porting increases efficiency of the engine, and that gives you "free" power.
I managed to put down 240 at the wheels on a DynaPack, which equates to about 300bhp at the flywheel.

Others have done 260+ at the wheels with stock turbos - FMIC + standalone EMS.
I don't know how much more power you want, but that's some serious power on the street already.
The stock 4x550 fuel injectors max out around 240 at the wheels on a DynoJet, and that's about the maximum the stock turbo will put out.
If you're not planning on getting larger fuel injectors, you're asking for trouble looking for more power.
If you're serious about getting a compressor upgrade or hybrid, I'd go balls out and get the biggest one you can afford...and run low boost.
For BNR levels, this is either a Stage3 or Stage4...
