Since your motors work fine with 12v applied to them, I can only assume they're not getting 12v.
On the PASSENGER side, there should be a Red wire and a Green wire going to the motor from the switch (the circuit includes a 2 prong connector). Going to the PASSENGER switch from the DRIVER side main switch should be a Red/White wire and a Green/White wire (included in a 5 prong connector). If I'm reading this right, when you press the down function on the DRIVER'S side, the Green/White wire and Green wire should have continuity (0, or close to 0 Ohms). If you press the Up function on the DRIVER'S side, the Red/White and Red wire should have continuity.
If you press down function on the PASSENGER side, the Green wire should have 12v going to it and should have continuity with the Black/Blue wire. If you press the up function on the PASSENGER side, the Red wire should have 12v going to it and should have continuity with the Black/Blue wire.
Test to make sure these things are occurring.
