Using a 4bbl carb on a 6P engine without the sleeves, eliminates most of the low-end bog. The secondary ports aren't doing anything, until the carb's secondaries open.
As for the Holley, sorry, but I greatly prefer edelbrock carbs over holley.
My SE 6P engine, with edelbrock 600, has excellent driveability, even though the aux sleeves are removed. I'm planning to have it ported, but I'm considering swapping the center iron for a 4 port center iron, since the stock ports are larger than what can be achieved with a 6P center iron. Being an SE engine, a 12A center iron will fit nicely, and should allow higher power than the small 6P ports. My goal is reaching 200HP without boost or spray. I think it's doable.
