The idle screw is on the BAC (I wish I could get you a picture, but I no longer have any stock TII engines laying around).
It is on the passengers side, right below the intercooler.
I would guess that your issue is a mal-adjusted or sticking fast-idle cam (supposed to release when the coolant gets warm).
