Main pulley bolt washer question

When taking apart my engine I don't recall there being a separate copper washer underneath the main pulley bolt. I'm gathering the last few pieces needed for my rebuild and I'm trying to figure out if I need a washer or not. Below is my main pulley bolt as it is now:



There appears to be a copper washer staked in place. Is this the washer in question or is there another one that goes on top? I don't recall any instructions to stake the washer in place. I've half-heartedly tried to pry it off with no success.
