To start cold the carb needs to be rich with no choke plate .TRY to pump the carb to spray gas in there with the accerator pump to make it rich . To check the sec plate opening pull a vacuum on the vacuum chamber to see if the diaphram is good . Then open the pri plate with the cable and pull the linkage for the sec plate to see if it will open .The pri plate must be open first .
