If it is "pulling in air", then it should also be leaking fluid.
Have you found any leaks?
Check the hose you replaced. I replaced all my hoses, and the hoses to the plastic tank required extra care in clamping.
The problem was that the replacement hose (3/8" to the pump and 1/2" inlet IIRC) were not exact matches for the OEM hose.
I placed an extra clamp on each of these hoses, right next the the bead on the end of the pipe. That fixed it.
One way to check for a leak is to feel the bottom of the P/S fluid tank. If either of those hoses are leaking, the bottom of the tank will be wet.
P/S leaks look suspiciously like oil leaks, so you need to take some time to find out where it leaks.
