The first turbo comes on pretty fast, its been awhile since i was sequential but seems like around 2k or so. The second turbo kicks in at 4.5k. Stock boost is 10 8 10. Mid 13's is what i would expect from an experienced driver in the 1/4. Go with reliability mods first, replace ast, radiator, go with silicone vacuum hoses and downpipe. Then intercooler, water injection, exhaust, intake or k&n filter. After that, fuel system and pfc, raise the boost to somewhere between 13 and 15 psi. Reliable power on stock sequential twins is 330-350 rwhp. Single turbo is next on the list and will put you in the 400's reliably or even in the 500's like me, but after 400's u start breaking stuff like differentials. Get a compression test on whatever car you look at, and start saving for a new engine.

Edit: oh yeah and get a fast reacting iat sensor. Even on the stock ecu its a very worthwhile upgrade.
