None of the problems sound insurmountable...
Perhaps a vac leak? maybe a carb rebuild? Could also need a new fuel filter and or fuel pump?
I'd do a compression check (not the same as on a piston engine)....

I'd be more worried about the "beat up" body...does that mean rust?

I guess it all comes down to, how much is it worth to you? If you're paying top dollar, then that other stuff is a big issue. On the other hand, if it's cheap (defined by you)....then what the hell....go for it.
