Just a word of warning with POR-15...
Use clothes that you'd throw away.
This stuff touches any fabic...it will never come out again.

I'll just throw this out there. I needed to clean up a carb and found the
carb cleaner in the gallon can was so safe it could be used to water your
plants, needless to say it didn't work well. I then googled around and found
out that good ole lacquer thinner still has all the best ingredients the carb
cleaner used to have (acetone, etc). I bought a gallon and it work great.

I'm sure you could use this or the mentioned oven cleaner for the first pass
and then a good soak in alcohol will get it ready to paint. For rust you can
use a wire brush and then a rust converter or rust converter paint like POR-15
or Rustoleum. Depends on your budget.

(1st gen guys now ducks and runs out of 2nd gen section)
