It's called the "Venturi Effect", and it was first quantified by Daniel Bernoulli in the 18th century. Giovanni Venturi, a generation or so later, is credited with developing apparatuses to harness that pressure differential that occurs; Hence the "venturi".
Venturis are used for everything from carburetors to nuclear power plant cooling towers.
