Were the splines on the wiper arm and linkage still intact? If those strip, I'd image the linkage would turn and the arm would just stay in place.

If the wiper arm(s) were removed recently, I would tend to blame that the splines got messed. There's still a remove possibility that a linkage pivot (plastic) failed or popped off... -Ted |
